Cooperation in the field of education and science

  • In addition to political and economic cooperation, the Governments of the Republic of Azerbaijan and the Republic of Lithuania implement the education and cultural exchange activities as well.

The leaderships in both countries consider the extensive exchange in the realm of education with a particular enthusiasm as a way to consolidate the bilateral relations between the nations.      

The Joint Statement signed in Baku by the President of the Republic of Azerbaijan and the President of the Republic of Lithuania on June 8, 2006 and subsequently the Joint Statement on development of Partnership relations made by the President of the Republic of Azerbaijan and the President of the Republic of Lithuania during the visit of the President of the Republic of Azerbaijan Ilham Aliyev to Lithuania on September 13, 2007 set out the explicit need for the further development of cooperation in youth and student exchange, science, education and culture along with other fields of bilateral cooperation.  

The cooperation in education between Azerbaijan and Lithuania is also characterized by the exchange of experience relating to the reforms in education. To this end, the Ministry of Education of Azerbaijan and the Ministry of Education and Science of Lithuania have started to conduct reciprocal visits and discussions. As such, the delegation from the Ministry of Education of the Republic of Azerbaijan paid a working visit to the Republic of Lithuania to explore their system of education from March 30, 2009 to April 6, 2009.

Misir Mardanov, the Minister of Education of Azerbaijan met with the delegation from the Ministry of Education and Science of Lithuania headed by the Minister Gintaras Steponavičius on January 15, 2010. The discussions during the meeting were devoted to setting up of closer relations between the Lithuanian and Azerbaijani universities, sharing with the experience and thereby signing of the respective documents, implementation of school voucher system at higher education, formula funding and other subjects of interest.  

The exchange of students takes a lead in the development of cooperation in the field of education between two countries. Officially, the first exchange of students between Lithuania and Azerbaijan took place in 2010. This initiative was realized based on the Memorandum of Understanding between the Heydar Aliyev Foundation and the Embassy of the Republic of Lithuania in Azerbaijan, as signed between Mrs. Mehriban Aliyeva, President of the Heydar Aliyev Foundation, Goodwill Ambassador of UNESCO and ISESCO and the member of the Milli Mejlis, and Kestutis Kudzmanas, the Ambassador of Lithuania to Azerbaijan on July 12, 2010.

The Memorandum of Understanding was signed during the meeting between the President of the Heydar Aliyev Foundation Mehriban Aliyeva and former Ambassador of Lithuania Kestutis Kudzmanas. The President of the Foundation Mehriban Aliyeva said the signing of the Memorandum brought the Azerbaijani-Lithuanian relationship to a new level and hopefully formulated the grounds for the implementation of new joint projects in the future. In his turn, the Lithuanian Ambassador Kestutis Kudzmanas mentioned the substantial projects carried out by the Heydar Aliyev Foundation for the children and he said the Memorandum would create new opportunities for the youth in Azerbaijan. During the meeting the Heydar Aliyev Foundation was considered as the best partner for students from Azerbaijan who would wish to study in Lithuania.      

In accordance with the Memorandum of Understanding, the Heydar Aliyev Foundation has selected more than 70 talented young people from Azerbaijan on merit basis to be sent to Lithuania to start their tuition-free Master’s and Bachelor’s education at reputable universities in respective academic terms since 2010. Besides, the Embassy of Lithuania in Azerbaijan and the Heydar Aliyev Foundation agreed to collaborate for the projects that the latter implements in the fields of education, healthcare, cultural interaction and other ongoing projects, all within the Memorandum.  

In the framework of Lithuania-Azerbaijan Intercultural Dialogue Project, the contest of “Azerbaijan through my eyes” was held in September through October, 2010 and involved 7-12th grade high school students in Lithuania. The project was announced by Azerbaijani Community in Lithuania jointly with Lithuanian Ministry of Education and Science, Lithuanian House of National Communities and Lithuanian Youth Tourist Centre.

Reciprocal participation in educational exhibitions organized in Azerbaijan and Lithuania is regarded as one of the useful means to facilitate cooperation in education and student exchange between these countries. So the Embassy of Lithuania participated in International Education and Career Exhibition in Baku on October 7-9, 2010 for the first time. Lithuania was represented with more than 10 most prestigious schools, including two public universities. The representatives from the Lithuanian schools of higher education introduced the specific details of education at undergraduate, graduate and post-graduate levels in Lithuania. Dozens of young people from Azerbaijan expressed their interest in Kaunas University of Technology.

The Ambassador of Azerbaijan to Lithuania Hasan Mammadzada met with the Minister of Education and Science of Lithuania Gintaras Steponavičius on February 1, 2012. Hasan Mammadzada unveiled the interest of Azerbaijan in stronger ties of education and science between two countries. He told the Minister of the activities taken to make Vilnius, Lithuania the center for the various forums and assemblies of Azerbaijani youth who study in Europe.

The Vilnius University and the Kaunas University of Technology in Lithuania were included on the list of approved schools of higher education on April 3, 2012 as per the initiative of the Intergovernmental Commission. This list is compiled under the “State Program for Education of Azerbaijani Youth Abroad for the years of 2007-2015”, the program which sponsors the education of the Azerbaijani youth who wish to study abroad. 7 students from Azerbaijan were enrolled in the said universities with the support of the State Program first time in the academic term of 2012-2013.

The delegation from the Ministry of Education of the Republic of Azerbaijan visited Lithuania on June 15 to 22, 2012 following the invitation of the Minister of Education and Science of the Republic of Lithuania. The delegation met the government officials and top management of higher schools and discussed the trending issues of bilateral cooperation in education.    

The Summer School was organized for the young people both from Azerbaijan and Lithuania on August 24-31, 2012, in view of the execution of the Protocol of the Second Meeting of the Intergovernmental Commission.

The Summer School was attended by the young people from Lithuania and Azerbaijan, 23 people from each country. There were different organizations like the conference, educational activities, and trips to ancient and interesting places during the Summer School.

Lithuanian youngsters had a sightseeing tour in Baku first and visited a number of   historical and contemporary museums. Later on they were taken to a new museum in Gobustan Reserve and historical monuments there.

A conference was organized for the young people from Azerbaijan and Lithuania where the presentations of the education and youth policies in both countries were made. The conference was followed by the Brain Storming event among the young who were presented four topics to discuss and prepare their joint projects, namely the culture, the sport, the media, and the education and youth exchange. As the next events, the Culture Night in Gabala was organized and the Summer School participants paid tribute to the Genocide Memorial Complex in Guba.

According to the Decree of May 15, 2013 by the Education Committee under the President of the Republic of Azerbaijan, three more schools of higher education in Lithuania (Lithuanian University of Health Sciences, Vilnius Gediminas Technical University and Vytautas Magnus University) are included on the list of the State Program since the academic term of 2013-2014. So currently there are 5 eligible universities under the State Program. 

There were 102 students from Azerbaijan who were studying in schools of higher education in the Republic of Lithuania during the academic term of 2012-2013.

In 2012, the new agreements were reached between Vytautas Magnus University and Azerbaijan Diplomatic Academy, Lithuanian University of Languages and Baku Slavic University, Lithuanian University of Educational Sciences and Baku Slavic University, and Aleksandras Stulginskis University and Azerbaijan State Agricultural University.       

Khazar University is in cooperation with the respective partner universities in Lithuania under the Tempus project on “Development of Training Network for Improving Education in Energy Efficiency”.

The Institute of Mathematics and Informatics at Vilnius University and the Lithuanian Computer Users Union are in cooperation with the Azerbaijani universities and the Ministry of Education of Azerbaijan within the Tempus project on “ENOTES-ECDL – National Operator and Testing Centers in Azerbaijan”.

11 schools of higher education from the Republic of Lithuania joined the International Education and Career Exhibition that was organized on September 20, 2012.

The Agreements of Cooperation were signed between Azerbaijan Medical University and Lithuanian University of Health Sciences, Azerbaijan Technical University and Vilnius Gediminas Technical University, Azerbaijan University of Architecture and Construction and Vilnius Gediminas Technical University, whereas Baku State University and Mykolas Romeris University built direct contacts with each other.

Azerbaijan Medical University began to cooperate with the Faculty of Medicine at Vilnius University in Lithuania within the framework of Erasmus Mundus MEDEA project in 2014.

In August 2014 "the history and culture of Azerbaijan" project started in Lithuania. The four-month project was carried out in accordance with the plan. Within project execution in secondary schools of Vilnius, Kaunas, Jonava, Mariampole and other cities the events reflecting history, culture, art, cuisine, tourism, cinema, etc. were held. The goal of the project is to deliver the information about Azerbaijan. 

From the 10th to 12th of October, 2014 Lithuanian team together with representatives of 15 top higher educational institutions in Lithuania took part in the 8th Azerbaijan International Education and Career Exhibition. More students from Azerbaijan chose Lithuania as their destination for higher education every year.

There were 194 students from Azerbaijan who were studying in schools of higher education in the Republic of Lithuania during the academic term of 2013-2014.

International conference was held by organization of European Higher Education Institutions Association (EURASHE) on December 3-4, 2014 in Vilnius, the capital of Lithuania. Conference hosted by Lithuania Council of Universities and Vilnus Applied Sciences University, has been dedicated to the topic “How to ensure quality in the higher education”. Afgan Abdullayev, senior consultant of sector of Licensing and Accreditation of The Ministry of Education of Azerbaijan, made a speech “About transperancy and report issues in the provision of quality” in the event. More than 230 representatives who represented 95 universities and educational organizations of Europe and USA, took part in the conference.

On the 15th of April, 2015 in the framework of the project of The Baku International Multiculturalism Center professor Rafael Hasanov teaching "of multiculturalism of Azerbaijan" in Lithuanian Pedagogical University read a lecture on "multiculturalism and multikonfesionalizm in Azerbaijan"  in Vilnius University at the faculty of philology. Professor R. Hasanov was invited by the head of the department of International Relations of the Lithuanian University of Education, the assistant professor of Vilnius University Loreta Çodzkiene.

On April 17, 2015 for the first time Day of Azerbaijan organized by the International Center for Multiculturalism üas held in Litva Sciences University (LTEU).

On April 21, 2015 Baki International Multiculturalism Center (BBMM) held the monitoring on "Azerbaijan multiculturalism" subject at Lithuanian Pedagogical University. Lithuania BBMM by the director of the Institute of Philosophy and Law, professor Ilham Mammadov was sent by BBMM to conduct monitoring at Lithuanian Pedagogical University. During the monitoring Professor Raphael Hasanov who teaches "Multiculturalism of Azerbaijan" subject at this University gave a lecture about "Ethnic diversity and multiculturalism in Azerbaijan" which is followed by the meeting of professor Ilham Mammadov and students, a survey was conducted among them. 
 
Within the framework of the State Program for the 2014-2015 academic year 2 Azerbaijani students learned in Lithuania, also within Erasmus Exchange Program 1 Lithuanian citizen learned in Azerbaijan, at Khazar University. At present within the State Program 13 Azerbaijani students continue studying in Lithuania, 4 people have already completed their education.
 
During the spring semester 2016 the subject on "multiculturalizm in Azerbaijan" was taught in the Pedagogical University of Lithuania. 
 
On October 18, 2016 the delegation from Lithuanian University of Health Sciences held a meeting with Garay Garaybeyli, the head of Azerbaijan MedicalUniversity (AMU). During the meeting prof. Rimantas Benet, the Head of Cardiology Institute under Lithuanian University of Health Sciences, informed about the activity of the Institute. Then, while discussing the management and educational systems of the University the visitors expressed their desire to collaborate with Azerbaijan Medical University. 
 
On Februaty 6-10, 2017a delegation of the State Examination Center (DIM) visited the Republic of Lithuania. The main purpose of the visit was to study the experience of the Lithuanian Republic in areas such as civil service and human resources management, civil service recruitment, salary system, civil servant registry and information system improvement, civil service grouping, acquaintance with reforms and successful practices in these areas. During the visit the delegation visited the State Secretariat of the Republic of Lithuania and held a bilateral meeting with Deputy State Secretary Alminas Maciulis. Later, meetings were held at the Lithuanian State Service Department, the European Social Fund Agency and the Training Center for Civil Servants and Municipal Affairs. 
 
On March 9-12, 2017 academician-secretary of Humanitarian Sciences Department of the National Academy of Sciences of Azerbaijan Teymur Karimli paid a working visit to Lithuania. Teymur Karimli held meetings with President of the Lithuanian Academy of Sciences Valdemaras Razumas, deputy director of the Lithuanian Literature and Folklore Institute Ausra Martínuute-Linartiene and Rector of Vilnius University Arturas Jukauskas. During the meetings issues related to the development of scientific cooperation between the two countries, cooperation in literature, translation and publication of works by contemporary writers of both countries were discussed.    
 
On June 9, 2017 an event titled "The essence and importance of civil service system" organized by  the State Examination Center (DIM) was held at Azerbaijan Technical University. Twinning Advisor of the project "Support to Promotion of Civil Service Reforms in Azerbaijan" Edvardas Jukauskas talked about the project and the civil service system of the Republic of Lithuania. 
 
Azerbaijan State University of Economics (UNEC) has created an opportunity for masters to receive European Diploma on Master's Degree as terms of the Dual Diploma Master's Degree Program between UNEC and the University of Mykolas Romeris in Lithuania, one of the prestigious higher education institutions of Europe. Graduate students who start the program in 2017-2018 academic year will complete the first term at UNEC and will study at MRU the second semester.
