Interparliamentary cooperation

Azerbaijan and Lithuania are interested in the expansion of political, economic, cultural and humanitarian cooperation. Azerbaijan attaches great importance to the cooperation with Lithuania, one of the first countries to recognize its independence. Such expansion of relations between the countries is encouraged by the political will and the meetings held between the leadership of the countries. Hence the relations have developed to a new level thanks to bilateral negotiations and the documents signed during the mutual visits.   

A Working Group on Interparliamentary Cooperation has been established in the Parliament (Milli Mejlis) of the Republic of Azerbaijan with the view to further extend the areas of cooperation. The Working Group is chaired by Fuad Muradov.

Delegations from both countries are regularly on mutual visits to support the relationship between the Parliaments. Ogtay Asadov, the Speaker of the Milli Mejlis received Arūnas Valinskas, the chairman of the National Resurrection Party of the Republic of Lithuania and a member of Foreign Relations Committee of the Lithuanian Seimas and a member of Azerbaijan-Lithuania Interparliamentary Friendship Group on August 17, 2010. The Speaker noted the ascending development of relations between Azerbaijan and Lithuania and underlined the important role of meetings and negotiations between the leaders of the States, Governments and Parliaments. The legislature of both countries is in good cooperation within the Twinning project. The experience of Lithuania in terms of European integration is worthwhile to us. Arūnas Valinskas has stated that “The partnership within the Twinning project is going to be very beneficial. We intend to further strengthen our relationship and the purpose of my visit to Baku is to exchange our opinions in this regard. Azerbaijani economy is growing well too. Lithuania is ready to support Azerbaijan by all means in the integration to Europe.”

Ali Huseynov, Chairman of Legal Policies and State Structuring Committee of Milli Mejlis met with the delegation of the Lithuanian Seimas on December 14, 2010. Ali Huseynov told about the active European integration policy of Azerbaijan since its independence: “Today Azerbaijan has become an economic partner of Europe, particularly in the field of energy supply. Harmonization of our laws with the European standards is the basis of our expanded cooperation with Europe. Azerbaijan is collaborating with many countries including Lithuania under the umbrella of the EU’s Eastern Partnership Programme while strengthening the national legal framework to adapt to the European standards.” According to him, the cooperation with the Lithuanian Parliament in frames of the Twinning project is therefore of a big importance: “We have made several arrangements within this project. We think our cooperation will pay off.”      

Emanuelis Zingeris, Chairman of Foreign Affairs Committee of the Lithuanian Seimas said his country and Azerbaijan had the similar fate during the Soviet time and the similar path of struggle to independence. Lithuania highly appreciates the integration of Azerbaijan to the West and harmonization of the legislation to European standards. 

In the light of fostering interparliamentary relations between the Republic of Lithuania and the Republic of Azerbaijan, the delegation headed by the Speaker of the Lithuanian Seimas Ms. Irena Degutienė paid an official visit to Azerbaijan on February 8, 2011. Ogtay Asadov, the Speaker of the Azerbaijani Milli Mejlis received the delegation during their visit and marked the large opportunities for enhancing the partnership between Lithuania and Azerbaijan. He spoke about the Nagorno Karabakh conflict and also expressed his expectation on the OSCE chairmanship of Lithuania to make serious efforts to settle this conflict. Ms. Degutienė said her country attached great importance to the cooperation with Azerbaijan in all spheres. She expressed the support of her country for the territorial integrity of Azerbaijan.           

21 members of the Lithuanian Seimas appealed to the European Parliament on April 24, 2012 regarding the 20th anniversary of Khojaly massacre. The members of the Lithuanian Seimas communicated the Nagorno Karabakh conflict to the attention of the parliamentarians in the European Parliament and stressed out the Resolution 2216 of the European Parliament dated May 20, 2010 as an important act. They pointed out they back moral and political assessment of Armenian aggression as reflected in the said act and their support to the immediate enforcement of the essential propositions of the Resolution ensued.

Juras Požela, a member of the Lithuanian Seimas is selected as the Lithuanian co-Chairman of Azerbaijan-Lithuania Interparliamentary Friendship Group since November 23, 2012.   

On 16 May, 2016 the delegation of the Parliament of the Republic of Azerbaijan paid a visit to Lithuania in order to expand parliamentary ties as well as to develop bilateral relations. Kamran Nabizade, the head of the working group on interparliamentary relations as well as Mukhtar Babayev and Eldar Hasanov, the members of the Parliament, held a meeting in the Ministries of Health and Energy. Later, the meeting with Juras Požela, the head of Seimas Group on Azerbaijan-Lithuania bilateral relations, was organized. During the meeting issues related to development of relations in health area as well as education of students from Azerbaijan in the field of healthcare were discussed.      

In October 2016 Seimas Group for Inter-Parliamentary relations with the Republic of Azerbaijan was established. The head of the Group is Valerijus Simulik.   

On 19 December, 2016 Azerbaijan`s Ambassador Hasan Mammadzade had a meeting with Viktoras Pranckietis, Speaker of the Seimas. During the meeting issues on bilateral relations between Azerbaijan and Lithuania, interparliamentary ties, cooperation in regional and international organizations were discussed.  

On 18 May, 2017 head of Azerbaijani-Lithuanian Inter-Parliamentary Friendship Group Kamran Nabizade has met Head of the working group in Lithuanian Seimas with Azerbaijan Valerius Simulik. Mr. Nabizade spoke about similarities between Azerbaijan and Lithuania. They discussed bilateral inter-parliamentary ties, cooperation within the regional and international organizations, as well as the current state of the Armenia-Azerbaijan, Nagorno-Karabakh conflict. Valerius Simulik praised developing relations between the two countries.
